as for the fly hm, i am not sure which kanto leader has it.
i got mine from chuck in johto.
so if i had to guess, it would be one of the later ones here as well.
so i would say koga or maaaaybe sabrina?
since one of them would be the kanto equivalent of chuck.

well there is a ferry from olivine to cianwood. but that's still kind of an necessarily far away trip.
but koga is in fuchsia, sabrina is in saffron.
they use poison and psychic types, respectively.
i haven't challenged either of them yet myself though, at least not here.
so that's as much as i can tell you about them. sorry.

Yeah, it is pretty far. Might as well stay in this region for now.
